DG SANCO has commissioned Arcadia International, via the FCEC, for an ad-hoc study to support the initial establishment of the list of candidtates for substitution as required in Article 80(7) of Regulation (EC) No 1107/2009.
This preliminary work aims at preparing background information for DG SANCO to draft the first list of CFS that has to be published by Commission by end of 2013.

Emmanuel Dabin is an agricultural engineer from UCL (Université Catholique de Louvain) in Belgium. He started his career in the agricultural sector in Brazil, Central America and Zaire.
During 19 years Emmanuel worked for the retail Delhaize Group in Brussels where he was in charge of the purchase for crude coffee, teas, cocoa but also for categories : hot drinks, chocolates, spreads, cereals, flours, pasta and rice starches, candy bars, confectionery, dried fruits, powdered milk, nutritional care. He was also in charge of CSR & Quality to develop strategies for the Group.
In 2010, he created his own company to develops innovative concepts in the food and agri-industrial sectors,creating new markets. He creates direct sourcing from producers to final consumers for agricultural materials and finished products of high quality, which respect environmental and sustainability criteria.
Emmanuel started his consultancy career with COLEACP - PIP and joined ARCADIA International in 2013 where he brings his expertise in the domains of : the retail and the agri-business, support to private companies and also for the aspects environmental, organic, fair trade, social, traceability, carbon footprint, biodegradable packaging, etc.
Frédéric Descrozaille, former managing director of INTERFEL, the french interbranch organisation in fresh fruits and vegetables, has joined Arcadia.
After 18 years of experience in the agricultural and agro food supply chain sector, Frédéric has decided to start a consultancy career.
Over the years, he has gained a deep expertise in agriculture, agribusiness and food sectors at international and European levels. Frédéric will lead Arcadia activities related to the support to private companies, governments and the European Commission of the implementation of the future 2014-2020 Common Agricultural Policy Programme.
Sébastien Crépieux holds a Ph.D. in plant sciences. After obtaining his Ph.D. at the AgroParisTech, in Paris, Sebastien spent more than 5 years in the seed industry sector (Groupe Limagrain).
In 2007, he created his own company at the interface between agronomy and architecture, with the integration of plants in sustainable buildings, through green walls and green roofs. This innovative company rapidly became market leader in both Belgium and Luxembourg.
In 2009, Sébastien joined the European Commission - Directorate General for agricultural research at DG RESEARCH (Directorate E, Unit E4) where he was in charge of questions related to plant improvement, agronomy and plant health issues. He managed more than 15 EU-FP7 projects, including the projects on pesticides issues TEAMPEST and PURE.
After 3 years at the European Commission, Sébastien has decided to start a consultancy career and joined ARCADIA International in 2012 where he brings his technical and scientific expertise in the domains of plant sciences, crop production and crop protection as well as his expertise of the European policies in the field of agriculture.

Arcadia has performed the first evaluation of the French ECOPHYTO 2018 Plan which has the objective to reduce pesticides usage by 50% by 2018 if possible.
Arcadia has been awarded a contract by the JRC-IPTS to carry-out a study on 'Plant Breeding for an EU bio-based economy 2020: the potential of public sector and public/private partnerships'.
Sur la base d'une initiative du MAAPRAT (Ministère de l'Agriculture, de l'Alimentation, de la Pêche, de la Ruralité et de l'Aménagement du territoire) et du MEDDTL (Ministère de l'Ecologie, du Développement Durable, des transports et du Logement) avec comme opérateur l'ONEMA, il a été décidé de réaliser une évaluation in itinere (définition) du volet épidémiosurveillance (Axe 5) du Plan ECOPHYTO 2018.
Arcadia International et ses partenaires Agra CEAS Consulting et Van Dijk Management Consultants ont été chargés de mener à bien cette mission d'évaluation.
DG SANCO has asked Arcadia International to conduct a study on existing monitoring and surveillance activities, communication of the results of these activities to the public and awareness raising programmes put in place by Member States on the impacts of use of plant protection products on human health and on the environment.

BioBridge Ltd, the UK based consultancy and the Arcadia International associate, has been selected by IFAH, the International Federation for Animal Health, to manage its 2011 Global Benchmarking Survey, which is an update of IFAH's 2006 survey.
Barbara Freischem, Executive Director of IFAH, said, “This 2011 survey is an opportunity for IFAH, its regional organisations and member companies to reflect on progress over the past 5 years since the last survey was undertaken and consider the changes and impact on the animal heath industry.”

Arcadia International selected by the French Ministry of Environment to study feasibility and economic sustainability of GM free supply chains in France.

Together with VDMC and BiPRO, Arcadia International will conduct a study on options to fully harmonise the EU legislation on fertilising materials including technical fesability, environmental, economic and social impacts.
The study includes organis fertilisers, growing media, soil amendments and, also, biostimulants.

On 24th April 2010, Dr. Rodolphe de Borchgrave gave a presentation entitled “EU GMO Legislation and the Turkish Bio-safety law” at the Annual Meeting of Tüyem, the professional organisation of the Turkish Animal Feed Manufacturers. This gathering took place in Antalya (Turkey) and was attended by some 900 participants. The Turkish Bio-safety law came very recently into force and is of particular concern for the feed industry, a massive importer of soya products. The EU regulation is of interest for Turkish operators and government because of the legislative alignment that is part of the pre-accession process.
Arcadia International experts are involved in two key evaluations of the European Commission DG SANCO, that have been launched in early June. These evaluations concern the Community Plant Health Regime (CPHR) which has never been evaluated and dates back to the 70s, and the GM Food and Feed legislation.

On the behalf of CIAA, within the Business Support Programme (BSP) project framework, Arcadia International assessed the level of compliance of Turkey vis-à-vis the European policy and regulatory framework regarding food safety. This implied benchmarking Turkey's progress against EC standards and milestones e.g. regulation, administrative arrangements, implementation, procedures, systems, resources, etc.
Arcadia won a four-year contract with the European Commission (EC DG SANCO) through the FCEC consortium for the provision of evaluation, impact assessment and related services in the field of the food chain. This contract is a renewal to a previous four-year contract with the European Commission.

On 11th March 2009, Rodolphe de Borchgrave, Associate consultant with Arcadia International, made a presentation on 'Innovation in the agrofood value chain' at the Conference on 'EU Food Industry and Market:Implications for the Serbian Economy' in Belgrade. This conference was organised jointly by CIAA (Confederation of the food and drink industries of the EU) and by Prikvredna Komora Beograda (the Chamber of Commerce of Belgrade), with a view to assist Serbian agrofood companies increasing their presence in the EU market.
Together with Deloitte and the LEI Wageningen University, Arcadia has been selected by DG AGRI for the evaluation of CAP measures related to small 'CMOs', hops, fibre plants and seeds.
The first evaluation to be carried out in 2009 is the evaluation of the hops sector in the EU.
Following the evaluation of the Community acquis of seed, Arcadia starts 2 new projects for DG SANCO. The first project is an analysis of the economic, social and environmental impacts of options for the long-term EU strategy against Diabotrica virgifera (Western Corn Rootworm), a regulated harmful organism of maize. The second study is on the introduction of electronic identification (EID) as an official method to identify bovine animals within the European Union.
After the 2 seminars organised in Rennes(FR) and in Den Haag(NL), Arcadia prepares additional seminars on EU food competitiveness for EC DG ENTR. 2009 program starts with a 2 days events planned in early March in Thessaloniki, Greece.
