This latest Springer Brief aims at providing a general understanding of the rationale – scientific as well as political – behind EU policy and related risk management decisions regarding imports of food of non-animal origin. Indeed, over the last years, threats deriving from imported food of non-animal origin seem to have multiplied, including sprout seeds contaminated with <i>E. coli</i>  and strawberries containing hepatitis A or noroviruses.  
 
Against this background, the authors explain the mechanism of reinforced controls at EU borders on certain imports of non-animal origin as well as the wide spectrum of EU emergency measures  currently imposing trade restrictions on some of those products considered as presenting a high risk for public health. They also examine all chemical and non-chemical risks that may be associated with imports of non-animal origin and their impact on human health, taking into account the scientific output by the European Food Safety Authority.

<font face='arial'><font size =2>Patrice's business aims are simple: promoting a healthy environment for all, contributing to the best integration of human activities into the natural landscape, offering economically sustainable and biological alternatives and helping to develop high quality natural products and practices.

With 20 years of experience in agriculture, he has gradually developed his ecological awareness. Step by step, as a manager of a tree plantation company, he moved from conventional farming methods to organic agriculture. After qualifying from l'Ecole Nationale d'Ingénieurs et des Techniques Agricoles (ENITA) specialised in Agro-Biology, Patrice started his own organic farming practice. 

A gradual conversion to organic agriculture has driven Patrice towards developing a service dedicated to offering technical and scientific support to operators within the agro-food supply chain willing to change their practice. From the very beginning he has used natural products and techniques in his field work and follow-up. His experience and studies have enabled him to produce highly effective natural solutions and agro-biological applications.

Patrice's work also contributes to restoring a healthy environment through the ecological treatment of water and soil. His innovative approach includes biological and naturopathic cleaning up of sites. Installation of specific ceramic regulators enables Patrice to neutralise electromagnetic disturbances. Through agro-biologic procedures Patrice restores the natural dynamics of various lands from vineyard to golf courses.

<font face='arial'><font size =2>
Francesco Montanari is a food lawyer and consultant. Italian by nationality, Francesco holds a Master Degree in Law (2000) and Ph.D. in EU law (2002-2006) from the University of Bologna. In the context of his Ph. D., he investigated the approach of the EU to sustainability labelling and certification, including food, environmental and fair trade labelling. In 2004 he obtained his admission to the Bar of Bologna.

Over the years, Francesco has gained considerable experience in regulatory affairs at EU level, including food labelling, presentation and advertisement. He has therefore an extensive knowledge of the EU decision-making process as well as of the food-related industry and non-governmental sector.

From 2009 to 2012, Francesco worked as a Legislative Officer for the Directorate-General for Health and Consumer Protection of the European Commission. There he was responsible for the development, implementation and negotiation of EU legislation on import controls of food and feed of plant origin from non-EU countries. He was also in charge of the coordination of the Commission's enforcement action in the area of feed and food safety in several Member States. 

Francesco is author of several scientific articles on EU food and consumer law. He is currently tutoring Member Sates' competent authorities for border controls on food import procedures the context of the Commission's initiative ‘Better Training for Safer Food'. Besides Italian, which is his mother tongue, Francesco speaks and writes fluently in English, French and Portuguese.

1.	What is needed for the effective monitoring of use levels and the subsequent exposure to food additives and flavourings (Needs assessment)?
2.	What is the current state of the art with regards to the monitoring of use levels and exposure to food additives and flavourings in the Member States (Baseline)?
3.	What are the key gaps, barriers and challenges that need to be addressed (Problem definition)?
4.	What options are available to address these challenges, to support effective monitoring of use and exposure to food additives and flavourings, to safeguard consumer protection and supporting the internal market (Options development)?
5.	What are the pros and cons (costs, benefits, feasibility) of each of these options? (Options appraisal & recommendations)? <font face='arial'><font size =2> DG SANCO commissioned Arcadia International at the beginning of 2013, via the FCEC, for an ad-hoc study to support the initial establishment of the list of candidtates for substitution as required in Article 80(7) of Regulation (EC) No 1107/2009.

This preliminary work that aimed at preparing background information for DG SANCO to draft the first list of CFS that has to be published by Commission by end of 2013 has now been completed. The deliverables of the study have been distributed to National Competent Authorities at the end of July 2013.

<body bgcolor='#99ccff'><font face='arial'><font size =2>Arcadia International, together with Ernst and Yound and Cambridge Econometrics, has been awarded a project by DG COMP on food retail <body bgcolor='#OOOOOO'>
<font face='arial'><font size =2>The European Commission has ordered a study to assess the impact of recent developments in the European retail sector on consumers. Following calls by stakeholders, the study will examine, in particular, whether increased concentration (of retailers/food manufacturers) or other factors (such as shop type/size, private label success, socio-demographic characteristics) have hampered choice and innovation in the European food supply chain.

The tender for the study has been awarded to the consortium of Ernst & Young, Arcadia International and Cambridge Econometrics. The first results will be available to the Commission in Autumn 2013, and a final report will be made public early in 2014. The Commission will then evaluate the results and may put forward proposals to improve the functioning of European food markets. <body bgcolor='#99ccff'><font face='arial'><font size =2>Arcadia international welcomes Sébastien Crépieux  <body bgcolor='#OOOOOO'>
<font face='arial'><font size =2> Sébastien Crépieux holds a Ph.D. in plant sciences. After obtaining his Ph.D. at the AgroParisTech, in Paris, Sebastien spent more than 5 years in the seed industry sector (Groupe Limagrain).
 
In 2007, he created his own company at the interface between agronomy and architecture, with the integration of plants in sustainable buildings, through green walls and green roofs. This innovative company rapidly became market leader in both Belgium and Luxembourg.

In 2009, Sébastien joined the European Commission - Directorate General for agricultural research at DG RESEARCH (Directorate E, Unit E4) where he was in charge of questions related to plant improvement, agronomy and plant health issues. He managed more than 15 EU-FP7 projects, including the projects on pesticides issues TEAMPEST and PURE.

After 3 years at the European Commission, Sébastien has decided to start a consultancy career and joined ARCADIA International in 2012 where he brings his technical and scientific expertise in the domains of plant sciences, crop production and crop protection as well as his expertise of the European policies in the field of agriculture.

<font face='arial'><font size =2>Arcadia has performed the first evaluation of the French ECOPHYTO 2018 Plan which has the objective to reduce pesticides usage by 50% by 2018 if possible.

<font face='arial'><font size =2>BioBridge Ltd, the UK based consultancy and the Arcadia International associate, has been selected by IFAH, the International Federation for Animal Health, to manage its 2011 Global Benchmarking Survey, which is an update of IFAH's 2006 survey. 

Barbara Freischem, Executive Director of IFAH, said, “This 2011 survey is an opportunity for IFAH, its regional organisations and member companies to reflect on progress over the past 5 years since the last survey was undertaken and consider the changes and impact on the animal heath industry.”

BioBridge's international team of consultants is led by Mr Meredith Lloyd-Evans and includes Dr Jane Eagleson of AlcheraBio LLC for USA, Dr Earle Nestmann of Cantox Health Sciences International for Canada, Brett Price and Dr Bruce Chick of Veterinary Health Research Pty Ltd for Australia, Dr Atsuo Hata and Dr Yuki Ujimasa for Japan and other colleagues. 

Meredith Lloyd-Evans said, “I am proud that IFAH has selected BioBridge to help with this work. We look forward to working with IFAH on conducting this survey and towards some interesting results.”

The work will be carried out throughout 2011 with the results expected late 2011 to early 2012.

<font face='arial'><font size =2>On 24th April 2010, Dr. Rodolphe de Borchgrave gave a presentation entitled “EU GMO Legislation and the Turkish Bio-safety law” at the Annual Meeting of Tüyem, the professional organisation of the Turkish Animal Feed Manufacturers. This gathering took place in Antalya (Turkey) and was attended by some 900 participants. The Turkish Bio-safety law came very recently into force and is of particular concern for the feed industry, a massive importer of soya products. The EU regulation is of interest for Turkish operators and government because of the legislative alignment that is part of the pre-accession process.

DG SANCO assigns new studies to Arcadia International Following the evaluation of the Community <i>acquis</i> of seed, Arcadia starts 2 new projects for DG SANCO.<br></br> The first project is an analysis of the economic, social and environmental impacts of options for the long-term EU strategy against <i>Diabotrica virgifera</i> (Western Corn Rootworm), a regulated harmful organism of maize.<br></br> The second study is on the introduction of electronic identification (EID) as an official method to identify bovine animals within the European Union.
